Little water spots

    I started a decently big Medical building today. All the windows are tinted in some way, and I thought to myself this should be no problem as I've done tinted windows before. After washing them, whenever I'd stare directly at them, it's like there was thousands of little water spots. I've treated the same spot over and over and over, scrubbing them constantly and it wouldn't come off. It feels smooth to me, so I don't know what it could be really or how to get it off. It was driving me nuts!
