Confused on these super low bids from other businesses

    I have been doing some cold calling on business places lately and one thing I run into here and there is low prices. I went into this one store it had about 7 10-12' windows 2 doors and a transom.I asked her if I could put in a bid and she said sure, but she already had someone else bidding as well. I was going to bid $60 but the other guy had bid $12. Does anyone know why anyone in their right mind would charge so low for the work? Another place I ran into which had 35 8' windows and 2 doors my bid was $130 for the outside and the guy said they already had someone doing it for $30! Am I bidding to high? Are they low balling? I'm so confused..... no way would I charge someone that low. To me that feels like a waste of time, making that amount of money lol. Any opinions?
